01 — Meet Shawn

A neighbour, not a stranger.

I grew up here. One of six children in Scarborough–Rouge Park, raised in a neighbourhood where we looked out for one another and where hard work was rewarded.

In 2008, I founded Matrix Mortgage Global, building it into Canada's largest private lending brokerage and creating jobs for dozens of our neighbours.

As former President of the Scarborough Business Association, I earned the trust of thousands of residents and business owners across Scarborough–Rouge Park.

I established the Shawn Allen Award for students in the Faculty of Management and International Business at UTSC — because a community that invests in its young people is building its own future.

My wife and I have raised five children here. When thousands of neighbours trusted me to represent our community in 2025, I stepped forward, and continued to build something very special.

Now, I am asking that we finish what we started together — and send someone to City Hall who is committed to staying there, and relentlessly fighting for our community.

02 — My Priorities

Three commitments to Scarborough–Rouge Park.

A councillor's job is not to be everywhere on every issue — it is to deliver on the things that decide whether this community thrives. Here is where I am focused.

Accountable, transparent spending on what residents actually need.

Every dollar at City Hall belongs to the people of Toronto. Residents deserve to see where their property taxes go, why projects cost what they cost, and what the measurable return is for our community. I will push for line-item transparency on every capital project that touches Ward 25, and I will say no when the numbers don't justify the spend.

Real, measurable improvements to the connections our community depends on.

Our families need a transit system that actually works — buses that run on time, the Eglinton East LRT delivered to Malvern, and roads that don't strand commuters. I will measure progress in trip times and reliability, not announcements. Connectivity is the difference between an opportunity reached and an opportunity lost.

The Rouge National Urban Park is ours to safeguard — for our children's generation.

The Rouge is the largest urban park in North America, and it sits in our backyard. Protecting it means more than a name on a map — it means active stewardship of its watersheds, its trails, and the communities that border it. I will be a councillor who shows up for the Rouge, not one who treats it as scenery.

Toronto's easternmost ward. Home to over 100,000 residents across some of the city's most distinct neighbourhoods — and to the largest urban national park on the continent.

Rouge Beach unsafe for swimming — one council hopeful wants to change that.

Rouge Beach is not part of the City's daily E. coli testing program — leaving residents in the dark about whether the water is safe. Shawn appeared on CP24 calling for daily testing, federal–municipal coordination with Parks Canada, and lifeguard services for safer swimming.
